India's construction industry faces talent gap: Infrastructure ambitions meet execution challenges
India's infrastructure construction is accelerating, but it is expected to face a shortage of 395,000 professionals by 2035. Behind the expansion of investment scale, talent shortage is becoming a key bottleneck constraining project implementation.
India's infrastructure is undergoing a decisive stage of development. From highways and metro corridors to airports, industrial parks, logistics hubs, and renewable energy projects, the country is investing on an unprecedented scale in an attempt to reshape its economic landscape. However, behind the record capital expenditure, a challenge is gradually coming to the forefront: the growing shortage of skilled construction professionals.
According to the "Construction Project Management Talent Gap Report 2026" published by the Project Management Institute (PMI), India is expected to need nearly 395,000 construction project professionals by 2035. In the South Asia region, the talent gap may expand from the current 291,000 to 558,000 by 2035 (under a high-growth scenario). These numbers reveal a critical reality: India's infrastructure challenge is no longer just a matter of financing, but increasingly depends on cultivating the human capacity needed to execute projects.
As project scales grow larger, technical complexity increases, and interconnectivity strengthens, the demand for professionals capable of managing complex coordination, aligning stakeholders, and delivering projects efficiently has risen sharply. The success of national infrastructure construction depends not only on capital investment but also on the ability to cultivate a workforce that can turn investment into results.
Amit Goyal, Managing Director of PMI South Asia, stated: "India's infrastructure growth story will increasingly depend on how effectively projects are executed on the ground." He believes that future infrastructure delivery will require professionals who possess both technical expertise and project management, collaboration, risk control, and execution discipline.
Scale and Impact of the Challenge
Today's infrastructure projects are far more complex than those a decade ago. Modern development involves multiple agencies, evolving regulatory frameworks, sustainability requirements, digital technologies, and tight timelines. Managing this complexity requires specialized skills that remain scarce across the industry.
The consequences of insufficient execution capacity are already evident. Industry estimates cited by PMI indicate that 72% of projects exceed budgets, 73% face delays, and 70% experience scope creep. These inefficiencies not only affect profitability but also delay economic benefits, reduce investor confidence, and undermine long-term competitiveness. For a country actively investing in infrastructure to drive growth, execution capability has become a strategic priority.
Workforce Quality Matters More Than Quantity
At first glance, India's labor pool should offer a competitive advantage. The construction industry already employs over 70 million people and remains one of the country's largest sources of employment. However, industry leaders believe the issue is not quantity but capability.
Vivek Rathi, National Director of Research at Knight Frank India, believes that despite India's strong demographic advantage, a shortage of formally trained project managers, engineers, and skilled workers continues to constrain productivity and project delivery. "The challenge is not whether India can produce enough workers, but whether it can cultivate professionals with the skills needed for modern infrastructure projects."Many engineering graduates enter the workforce lacking sufficient exposure to practical project environments. At the same time, infrastructure projects increasingly require expertise in digital engineering, sustainable construction, contract management, multidisciplinary collaboration, and project control. This mismatch between academic training and industry needs is creating a growing capability gap.
Industry experts believe that addressing this issue requires deeper collaboration between academia and employers. Educational institutions must adapt their curricula to evolving industry needs, while employers need to play a more active role in shaping training programs. Equally important is the modernization of vocational education. Upgrading Industrial Training Institutes (ITIs), polytechnics, and apprenticeship programs can cultivate a steady stream of site supervisors, equipment operators, technicians, and other skilled professionals for large-scale infrastructure projects.
Treating Workforce Development as a Business Imperative
The impact of talent shortages extends far beyond project execution. It is increasingly becoming a financial risk. Dr. Amit Goenka, Managing Director of Nisus Finance, stated that talent shortages directly affect project viability by increasing delivery risk and delaying asset monetization. "Projects stalled due to workforce gaps erode returns, strain financing arrangements, and impact overall project economics."
India is currently investing record amounts in infrastructure, with government capital expenditure reaching historic levels. However, without sufficient professionals to manage on-the-ground execution, even the most ambitious investment plans may fall short.
This makes workforce development as important as infrastructure financing. Industry leaders believe that skills training must go beyond traditional classroom learning and be embedded within project environments. Structured apprenticeships, on-site training programs, and industry-recognized certifications help cultivate professionals who can contribute from day one.
Such interventions are particularly crucial because many project challenges stem not from engineering complexity, but from deficiencies in planning, coordination, communication, and resource management. Therefore, building execution capacity requires developing both technical and management capabilities.
Technology as a Productivity Multiplier
While increasing workforce capacity, many industry experts believe that technology can help bridge the gap by boosting productivity. Hriday Desai, Chief Development Officer at Embassy Developments, believes that the challenge should be viewed from both productivity and workforce availability perspectives.
As project complexity increases, digital tools can enable smaller teams to manage larger projects more efficiently. Building Information Modeling (BIM), artificial intelligence, digital project management platforms, remote monitoring systems, and construction automation are becoming integral to infrastructure delivery.
These technologies improve planning accuracy, enhance collaboration, reduce rework, and enable faster decision-making. Vivek Joshi, Head of Operations and EPC at Viceroy Properties, pointed out that the growing adoption of BIM, digital project monitoring, prefabricated construction, and AI-assisted planning tools will require a new generation of professionals with both engineering and digital capabilities.Technology also offers opportunities to address workforce constraints through off-site construction, prefabrication, robotics, and automation, thereby improving quality and reducing reliance on labor-intensive methods.
